The work groups and teams within work groups need to be defined so that the quantity of referrals that are being received from these teams are known.  

It will allow for reports to be generated on referral quantities by department, it will also allow a point of contact in case there is a query on a referral so that the Service provider can query the Service order details with the referrer.

This information should be supplied within the referral section of the Service order, specifically these elements: <xs:element name="workLocation" <xs:element name="department" type="xs:string", and the must be defined within the document service configuration file.
